If you are not EU/EEA citizen, Finland and Norway are the only options. If you are EU/EEA citizen, at least Germany, Sweden and Slovenia in addition to that. I believe that France and Netherlands have fees but they would be heavily subsidized.

I believe Germany, but you would have to meet a certain academic standard in order to be considered.
