Should they just have one single line from Waterloo to Heathrow?
No it is not really an urgent priority. If you are going to Waterloo to catch an SWT train to somewhere like Guildford,
Haslemere, Portsmouth, Southampton, Bournemouth, you would be better off catching the frequent air to rail bus service from Heathrow Central Bus Station to Woking Station, thus avoiding London and the overcrowded Tube system

Tube lines are built for the benefit of many, not just a few. There is an excellent interchange system and the money it would take to build direct lines to everywhere important from Heathrow makes it not viable at all.
Why to Waterloo particularly, rather than many other places in London?
