Most medical scientists do not now see Aspergers as an autistic disorder. But, even if it is, most people with Aspergers are highly intelligent, their biggest problem is that they cannot connect emotionally with others and that can certainly be seen in Putin. Many famous people have Aspergers, it is not a disability in any way, in fact for a politician it is probably a good thing. They have to make difficult decisions and this would be much easier without emotions getting in the way.
I think there are probably a lot more people with Asperger's around than you realize. If you are complaining about the money, understanding something like that might well lead to better ways to deal with him.
My wife reckons everyone has aspergers, one way or another, and I'm inclined to agree with her.
