No and no. Bin men are 10 a penny. There are millions of Polish, Romanians and Bulgarians willing to do that job and it is cheaper for the Government to employ them because they are EU citizens, why would they want the hassle of hiring a non EU citizen.

There are no work visas for any low end work options.
To get a work visa, you need the high level education and experience required to get a job from the UK occupation shortage list.
Otherwise you need a massive amount of savings to open a business hiring UK workers.
No you have zero chance of moving to and living in the UK...the UK do not give work visa to unskilled people as anyone can become a binman and there are plenty of people in the UK or Europe who can legally already live/work in the UK so no employer is going to spend nor are they legally allowed to $15,000 on getting a work visa
You will need to get a work visa before you can come to the UK to work. This is difficult to obtain because there is a governement list of "wanted skills". You must review this list periodically because it changes from time to time.

If you are not able to match anything on the list then you have no chance whatsoever of getting a UK work visa.
I have no idea what a "garbage technician" is. This is not a phrase used in the United Kingdom so you won't find it in any Job Vacancies advertisments. We hardly ever use the word "garbage" outside of a computing context; I suppose the nearest English word would be "rubbish" or "refuse". So you should write a detailed job description of what you do and then try and find what this job is known as in the UK - or even if there is an equivalent job.
In reality it is highly unlikely that anything to do with rubbish disposal would be on the government's "wanted list". We have plenty of home-grown "dustmen" and there is no shortage. We are not short of car washes either.
As for living in London: Islington is a pleasant borough and is well located. But unless you are earning in excess of £35,000/year you have no chance of being able to afford even a simple standard of living. To get a mortgage you would need to be earning over £60k, and that is well beyond a dustman's wages.
To buy a small flat (1 or 2 bedrooms) will cost you £300k - £500k; to rent one will cost between £1k and £2k per month. The other London boroughs are broadly similar for cost of property.

Food, drink, gas and electricity costs are about the same as elsewhere in England but insurance (you will need that for your property and posessions) will be higher than outside London.
Millionaires would not be seen dead in Islington, that is where their servants come from. It's pleasant and convenient for the well-to-do but not really "upper tier". The really "posh" and very rich folk live in either Knightsbridge, Eaton Square area, Sloan Square area, Kensington, Waltham Forest, Kingston upon Thames, Richmond on Thames, or Epping Forest.
Garbage technicians are called bin men in the UK. Save up and come for a holiday instead, you've obviously never been to the UK/London.
