No it's not. The only acceptable form of ID are the government issued ID cards that most Europeans must carry, or a Passport. As the UK does not issue ID cards, you will need to use your Passport.

All driving licences issued by EU countries have the same format. You can use it as picture ID and proof of age within the European Union.

Nobody will ask you for a document to buy a bottle of wine or enter a bar :)
