lol its the same with my sister, she is pale but she does not tan or burn even when she has been in spain for 2 weeks!
Some people just don't tan. You're lucky that you're not one of those people who turn red instead. Perhaps you should invest in some fake tan and save yourself from getting skin cancer.
you probably are just one of them people who don't tan. it's probably in your genes. if you really do want to tan then contact a dermatologist and see what they say

its like 30 degrees upwards amd all my friends are tanning like all brown and im still white i used factor 3 today and no burn or tan what can i do
