Can you use Irish Sterling notes in England?

They are not legal tender,

It is up to the individual trader if he wants to accept them,or not

If they are sterling you must mean Northern Irish.

In theory yes, they are of the same value as English and Scottish banknotes. However many businesses may refuse to accept them as because they have hardly ever seen these notes they may be worried that they might be forgeries. If you have difficulties take them into a bank, which will change them for Bank of England notes.

If you mean Northern Irish notes (Bank of Ireland, Ulster Bank, First Trust Bank, or Danske Bank (formerly Northern Bank)), then they can be used although as with Scottish notes it's up to the recipient to decide whether they'll accept them. They're much more rarely seen than Scottish notes (I think I've only ever seen two in person in 50 years), and you may find that only large businesses like WH Smith, the Post Office, etc will readily take them.

Some Northern Irish banks issue sterling backed notes. These may be accepted in the rest of the UK. The Irish Republic uses the Euro.
