By poorest - Are you only referring to money and how many wealthy there are? There are many areas people with very low incomes but the country may be wealthy in resources. Possibly the poorest is Guyane (French Guiana)
Suriname, they're south americans but they speak dutch, the poorest hispanic country in south america is (i think) Bolivia, but i'm not really sure because Paraguay has an small economy and so many citizens under the poverty line.

In South America it is currently Paraguay. Until quite recently it was Bolivia but just read in the Bolivian newspaper La Razon that it is now Paraguay. The poorest country in Latin America is Nicaragua however.
