France/Italy/Spain are normally dry and warm enough for not much more than a light jacket, but off-season priced. Great time to miss the crowds, see the sites, and not pay as much as in the summer. If you wanted to see a certain temperate North American city for less, it's a bigger gamble on rain/late snow, though.
Florida, from St. Pete and points south are getting kind of hot, though not enough to lazily jump into the water. Same for South Padre Island, TX. New Orleans, avoid the Marde Gras week, OR go if you WANT it.
This is the rainy season (if they have one) for Southern Cal.
SE Asia will start getting pretty hot, while not rainy yet.

That really depends on your interests & expectations. Iike to go to the Netherlands for the opening of Keukenhof Gardens in mid March and then go back at the end of April when the tulips are in bloom and at their peak.
Mexico! Mexico is a great place to go, and one of the best times to go there is in March.
Southern Europe. (Spain, Croatia, Italy, Greece)
The weather is good, and it's not too crowded.
Disney world in Orlando Florida, weather is perfect and not a lot of people and long lines
