Better culture, more enjoyable place, easy access to most of Europe with your Schengen Visa.
Only choose Colombia if you're really cash-strapped (as Spain is more expensive) and don't care about quality. From Colombia, your access to other countries will depend from your nationality regardless of your Colombian Student Visa.
Study what?
Cost efficiency --> Colombia by far.
Getting around within the country --> Colombia (IMO). Not so much separatism.
Getting around to neighbour countries --> Spain (e.g. currency-wise, visa-wise if applicable).
Culture, etc. --> Depends on what you want. Search for YT videos of both countries and choose the one you like better.
Columbia will be a bit cheaper and it has excellent universities. Although Columbia has good infrastructure, it is still easier to get around Spain and easier to get to neighboring countries. If you are more of an outdoor person, Colombia might get the nod. Otherwise, Spain.
